A Comparative study on the contents of laws related to the Health Care System of the South Korea and the North Korea from the perspective of Universal Health Coverage

Abstract
This paper examines the content of the law on health care systems in South Korea and North Korea through the elements of Universal Health Coverage such as the coverage of the population covered by the health care system, the scope of service covered, and the resolution of financial risks, therefore whether they are showing differences. South Korea implements the "National Health Insurance Act" and the "Medical Care Assistance Act". In terms of each element of Universal Health Coverage, some of the population such as long-term delinquents is pointed out as a problem, but each system of universal health guarantee through the system such as a continuous policy of strengthening protection, insurance premium and out of pocket expense reduction in order to expand the scope of the effort. Since North Korea defines related laws through the concept of "complete and comprehensive free care system" through the "The Public Health Law" and the "Medical Service Law", each element of Universal Health Coverage (scope of population coverage, scope of service coverage, the solution of the financial risk), could not find any problem. However, since 1990, North Korea's economic crisis has made it difficult for North Korean people to access the health care system in terms of Universal Health Coverage regardless of the legal content. South Korea and North Korea also have different directions for the development of the health care system in terms of the Universal Health Coverage within different social and political systems. South Korea is gradually expanding the problem of some of the underprivileged groups that appear in the system operation and the scope of the coverage through the protection strengthening the policy. On the other hand, there is a possibility that the gap between the metropolitan and provincial regions will deepen as North Korea is trying to restore the health care system, which is difficult to operate regardless of the contents of the law. Therefore, in the process of preparing for unification, it is necessary to continuously review the direction of the health care system of South Korea and North Korea in terms of Universal Health Coverage
